Walter E. Allen
President & CEO
A transportation and infrastructure consultant with extensive experience in transportation systems, project controls, planning and technology management, Mr. Allen has worked in the transit industry for the past 18 years. He blends his expertise in systems planning, cost engineering, project planning and smart-card technology with a special focus on project oversight, cost control, information management, quality assurance/quality control and schedule evaluation.

Before starting Acumen in 1994, this former naval officer worked as a management consultant with Coopers & Lybrand, where he was involved in major change management and business-process re-engineering projects for several Fortune 100 companies. Mr. Allen is an active member of the American Public Transportation Association and is also a board member of the International Transit Studies Program of the Transportation Research Board for the National Academies.

Mr. Allen holds an M.S. in construction management from UC Berkeley and a B.S. in industrial engineering from Iowa State University.

Marlene Barrett
Human Resources Manager
As human resources manager, Ms. Barrett is renowned for her attention to detail and excellent communications, problem solving, interpersonal and organizational skills. She has more than two decades of high-level expertise in working with staff and coordinating and managing multiple projects from initiation through completion.

Ms. Barrett is responsible for developing and managing human resources for Acumen, performing both strategic and day-to-day human resources activities. As a senior management member, she works closely with management to ensure that departments are staffed to match anticipated business demands.

She holds a B.A. in liberal studies and business administration from Cal State University, Hayward as well as an A.A. in arts and humanities from Laney College. She also completed a Human Resources Management Advanced Program.

Te-Chuan Chang, Ph.D., P.E.
Chief Technology Officer/Senior Scheduler
An experienced project controls manager, scheduler and licensed professional engineer in the state of California, Dr. Chang is adept at developing project control applications for construction and transit, including fare collection systems as well as claims analysis, information technology development, semiconductor process equipment installation and semiconductor volume manufacturing facilities.

Dr. Chang consistently exceeds client expectations. With a primary focus on project controls for projects of more than $100 million, he has deep knowledge of Primavera P3/P6, Microsoft Project and often teams that with Oracle and SQL Server databases to develop and implement project control and reporting systems for multiple-project environments. These innovative reporting systems directly retrieve all data collected in the P6 databases, organize the data and present the information in common software programs such as Microsoft Office Excel. He is a certified civil engineer in California and a member of the American Society of Civil Engineers.

He holds a Ph.D. in construction engineering and management from UC Berkeley, an M.S. in construction engineering and management from Clemson University, and an M.S. in transportation/traffic engineering and a B.S. in civil engineering from National Taiwan University.

Robert Murray
Program and Project Manager
Mr. Murray is a goal-oriented team leader with a strong work ethic, great interpersonal skills, and a significant record of accomplishments in engineering, project management, transportation system projects, and contract administration.  He is skilled at building strong, productive teams that contribute innovation and creativity while meeting schedule and cost goals.  He has developed contract documents, bids and proposals and managed and negotiated complex multimillion-dollar system projects on a national level and in 16 foreign countries.

Mr. Murray has substantial experience in computer and microcomputer control systems. He uses these skills to design and implement leading-edge systems in fare collection, revenue management, central control and SCADA systems for transit agencies.  He manages projects, develops system architecture, guides system design, and performs a variety of system implementation tasks.  Mr. Murray brings more than 48 years of experience to his program and project management work, and was an active participant in the development of American Public Transit Association (APTA) Universal Transit Farecard Standards for systems, smartcards and magnetic tickets.

Mr. Murray holds an M.B.A. from the University of Pittsburgh as well as B.S. degrees in Industrial Management and Electrical Engineering, from Carnegie Mellon University.  He has completed more than 20 educational training courses in areas such as management, quality, executive presentations, computer programming and marketing.

Robert Pilgrim, P.E.
Program and Project Manager, Engineer
Mr. Pilgrim is a professional engineer with more than 15 years of diversified experience in planning, design and construction of railroad and transit infrastructure systems.  His background includes construction and operating positions with a major North American Railroad followed by many international assignments.  His experience encompasses program and project management, planning, design management, and construction management on complex multidisciplinary infrastructure projects, including mass transit metro, light rail transit, high speed rail, and freight rail.

He is a registered professional engineer in the state of California and Washington.  Mr. Pilgrim is also licensed in Canada, province of Ontario and Quebec.

He holds a master’s degree in transportation engineering and a bachelor’s degree in civil engineering.
