Oakland International Airport Expansion Program
Terminal 2 Expansion (T2) and Roadway Modification

Acumen is providing scheduling support services for the
following two construction projects under the Oakland International Airport's Expansion Program:

1. Terminal 2 Expansion:
- Terminal renovation
- Concourse extension
- Mechanical building construction
2. Roadways and Civil Sitework:
- New inbound and outbound access roadways
- New and improved curbside drop-off and pickup areas
- Expanded daily and short-term parking, including an all-new revenue control system
Turner Construction Company was the prime builder for the T2 project and the design-build contractor for the roadways project. For both projects, Acumen was responsible for preparing, submitting and maintaining monthly Critical Path Method (CPM) construction schedules that detailed Turner’s progress for the construction phases. Acumen also developed and maintained the overall program master schedule. Acumen used Primavera Project Planner software to develop and track all schedules.
The T2 project expanded the existing facility by an additional 108,000 square feet on two levels, added seven new arrival/departure gates, a new baggage claim area, along with a new mechanical services building, and expanded the ticketing and security facilities. It also included major renovations and upgrades to existing facilities throughout Terminal 2.
The roadways project entailed the complete renovation of curbside drop-off and pick-up areas, including expansion of on and off-airport parking, valet parking, as well as ground transportation. The ground transportation renovation included the roadways for all door-to-door and hotel shuttles as well as taxies. The parking area renovation included construction of an all new parking management office and entrance and exit plazas, and installation of a state-of-the-art vehicle access and revenue control system.
Remain Overnight (RON) Aircraft Parking Apron and AC Overlay
of Taxiway "T" Port of Oakland, CA
As a member of the Construction Management team, Acumen
Building Enterprise, Inc. performed contract administration services on this $20
million project. The project entailed construction of a 40-acre Remain Overnight
(RON) Aircraft Parking Apron. The facility is used for aircraft overnight
parking, replenishment activities and testing of aircraft away from the terminal
area. As contract administrator, activities performed included project
oversight, civil inspection and contract administration. The scope of work
involved of 20 acres of site preparation for a nine to fourteen inch concrete
pour, 20 acres of nine to twelve inch asphalt, full utilities, a storm drain
system and 2,600 linear feet of jet fuel piping system including strict welding,
test procedure and documentation requirements. The site also included a “ground
run-up” enclosure structure for thrust testing and sound reduction for 747 size
aircraft.
Berths 55-56 Wharf and Phase I of Container Yard Port of
Oakland, CA
As a member of the construction management team for this $58
million project, Acumen provided master scheduling, cost estimating, dredging
and construction inspection, document control, and office engineering services.
The scope of work involved the construction of the first section of wharf and
backlands for the Port’s Vision 2000 program. It included demolition of existing
piers, dike construction, excavation, dredging, backfill, bank protection, and
construction of 2400 linear feet of wharf, as well as the construction of 11
acres of containerized cargo storage, outfalls, storm drains, lighting, crane
rails, and all utilities. The firm’s staff also assisted in the offloading of
four of the world’s largest containerized cargo cranes onto a partially
completed wharf section. This work was performed under tight environmental and
time constraints.
Oakland Unified School District Oakland, CA
Acumen provided project and construction management for the
District Modernization Program. An average total construction cost at each
school was approximately $2 million. Scope of work performed included oversight
for renovation of roof, window, electrical, communication, heating, and
structural systems.
BART Balboa Park Station Expansion San Francisco, CA
Acumen was responsible for developing a Phasing Plan that met
the requirement of maintaining the full, unimpeded operation of the station and
pedestrian traffic patterns while allowing contractor access to the work areas
in an organized manner. The firm provided a construction cost estimate that
addressed all aspects of the expansion project including the improved pedestrian
traffic flow components, various room additions, brick paver installation and
related work. The firm also assisted the design team by compiling the contract
specifications. The scope of work for this project included the demolition of
existing stairways to provide for expansion, the addition of new upgraded
stairways, an escalator and a fare gate array to accommodate pedestrian
circulation during peak use periods.
San Francisco Municipal Railway - As-Needed Vehicle
Engineering San Francisco, CA
Provided a broad range of specialized engineering, planning,
and design services required for the implementation and procurement of MUNI
vehicle fleet and demonstration projects. Acumen’s scope of work was focused on
vehicle maintenance needs and material flow analytical studies, recommendations
for maintenance processes revisions, operations and maintenance procedures,
manuals, and training, development of maintenance job requirements and staffing
levels, construction and inspection services, and procurement support.
